How are wind and rain assessed?

Rough assessment from the MET forecast for the launch: more than 7 m/s (or the site's own limit) or gusts above 10 m/s is too much. Light wind, missing gusts, gusts more than 4 m/s above the mean wind, a direction near the edge and light rain (from 0.1 mm in the next hour) give “uncertain”. Rain (0.5 mm or more in the next hour) gives “not suitable”. The forecast does not see local conditions. Always check for yourself.
